With more than 29 years of experience, he represents private owners, public owners, general contractors, owners, developers, subcontractors, architects, construction managers, sureties, and materials supplies in all aspects of construction dispute resolution, including mediation, litigation in the federal and California courts, and arbitration. Specifically, Quinlan’s matters include extra work claims, delay and disruption claims, performance and payment bond claims, potential false claims liability, fee disputes, negligence claims, mechanic’s lien claims, and bid protests involving public work projects. He has represented clients in Cal-OSHA, Contractors State License Board, and State of California, Department of Labor Standards Enforcement administrative hearings.
