Landfill and digester gas facilities have the benefit of allowing local governmental agencies, which own or operate landfills or sewage treatment plants, to earn much needed money from selling the landfill or digester gas to the owner of the power plant using the gas as a fuel source. Since the majority of these facilities are fueled with municipality-owned gas, municipal engineers are inevitably involved in the negotiation of agreements between the power plant developer and the municipal agency. Having sat across the table from these engineers in negotiations, Peters has a unique perspective on the typical questions and concerns municipal engineers would have about bringing landfill and digester gas projects to their cities and counties.
